The Energy Commission of Ghana stands as a pivotal institution in the nation’s energy landscape, entrusted with the regulation, management, and development of energy resources to ensure sustainable and efficient utilization. Mandate and Functions

Policy Advisory:
- Serving as the government’s energy policy adviser by making national energy policy recommendations to the Minister of Energy.
Policy Formulation:
- Formulating national policies for the development and utilization of indigenous energy resources, particularly renewable energy sources such as solar, wind, and biomass.
Planning:
- Preparing, reviewing, and periodically updating indicative national plans to ensure that all reasonable demands for energy are met.
Standard Setting:
- Prescribing standards of performance and technical and operational rules for the supply, distribution, and sale of electricity and natural gas to consumers by public utilities.
Enforcement:
- Enforcing the provisions of legislative instruments uniformly throughout the country.
Promotion of Competition:
- Promoting competition in the supply, marketing, and sale of renewable energy products and other forms of energy.
Energy Efficiency:
- Promoting energy efficiency and the productive use of electricity, natural gas, and petroleum products.
Licensing:
- Licensing public utilities for the transmission, wholesale supply, distribution, and sale of electricity and natural gas.
Data Management:
- Securing a comprehensive database for national decision-making for the efficient development and utilization of energy resources.
Leadership and Structure
The Energy Commission comprises seven Commissioners appointed by the President of Ghana in consultation with the Council of State. In making these appointments, the President considers the knowledge, expertise, and experience of the individuals, particularly in matters relevant to the Commission’s functions. The Executive Secretary is responsible for the day-to-day administration of the Commission and ensures the implementation of its decisions, providing strategic and organizational leadership to build the Commission into a pre-eminent state agency for formulating and articulating national energy policies.
Reforms and Initiatives
Over the past three decades, Ghana’s energy sector has undergone transformative reforms aimed at improving energy access, reliability, and sustainability. A significant milestone in this journey is the establishment of the Energy Academy by the Energy Commission. Launched on November 25, 2024, under the theme “Three Decades of Energy Sector Reforms in Ghana: Reflecting on Performance and Shaping a Sustainable Future,” the Academy aims to empower energy professionals across Africa with cutting-edge expertise in energy policy, renewable energy, energy efficiency, and regulation. The Academy is designed to be a premier center for learning, collaboration, and innovation, offering transformative training and certification programs to meet the demands of the energy sector.
Constitutional Binding and Oversight
The Energy Commission operates under the legal framework established by the Energy Commission Act, 1997 (Act 541). This Act provides the constitutional basis for the Commission’s roles and responsibilities, ensuring that its operations align with national laws and policies. The Commission is accountable to the Ministry of Energy and collaborates with other governmental agencies to fulfill its mandate.
